ROC Coordinator  

Quality Health Care (QHC) is a leading provider of disability, home and community care and accommodation support services throughout Sydney to people living with disability.


We are seeking a proactive, engaging and highly organised ROC Coordinator to join an experienced and highly skilled team.


The successful applicant will be positive, engaging and experienced in working with people with a mental health and disability profile. You will be part of a team that is responsible for providing high quality support that builds capacity and skills towards independence.

Aims and Goals 

The ROC coordinator oversees and supports all SIL rosters within QHC’s 

accommodation team. This support includes: 

  • This role is responsible for performing quantitative analytics, assessments & quoting for QHC residents 

  • The completion of ROC quotes for new residents 

  • Updating ROC’s if circumstances or support needs change 

  • Tracking plans and notifying teams when annual reviews are due 

  • Checking service rosters against submitted ROC’s to track changes in support, ratios and hours 

  • Supporting teams to categorise shift supports to ensure the proper funding is allocated and claimed 

  • The ROC Coordinator will provide a link between the Accommodation team, Finance teams, and the NDIA on SIL and SDA funding. 


  • Completion of Roster of Care documents for new and existing residents 

  • Forecasting NDIS income (SIL and CP) and tracking and monitoring this monthly  

  • Following up with Accommodation Manager if income levels (SIL and CP) drop against forecast  

  • Track and prepare for all annual plan reviews, initiate evidence gathering for change of circumstance and plan reviews with the Accommodation team and track all client funding changes across time 

  • Develop a process to prioritise and respond to the existing and expected 

  • ROC submissions generated through accommodation 

  • Obtain documents from internal teams necessary to build NDIS SIL quotes. 

  • Liaise with relevant internal teams to obtain the required documents in a timely manner 

  • Ensure QHC operational teams are compliant with agreements, support types and delivered hours 

  • Provide a proactive escalation point for funding discrepancies & assist 

  • QHC in minimising financial risks. 

  • Track NDIS funding allocation for actual v’s budget and liaise with NDIA to rectify any funding discrepancies 

  • Check SIL quote appropriateness with participant profile, roster,and financial completeness 

  • Contribute to the design and implementation of a SIL Quote Workflow 

  • Management Tool to track and manage the client SIL quotes 

  • Review rosters against the submitted ROC after 3 and 9 months 

  • Assist with analysing, detailing and communicating the operational implications of funding changes 

  • Accountable for managing NDIS obligations pertaining to revenue 

  • Assist with keeping up to date with changes in relevant NDIS pricing, rules and regulations impact SIL, and SDA 


Qualifications, Skills and Experience

  • Experience with rostering and rostering systems 

  • Strong planning and organising ability, with attention to detail and excellent observational skills 

  • Exceptional verbal and listening skills are essential as this role is integral to all internal stakeholders 

  • An excellent telephone manner and ability to build rapport 

  • Adaptability and ability to problem solve  

  • Advanced computer literacy with PC based applications (Word, Excel, Email, Internet, database) 

  • Willingness and ability to learn new technologies, and be involved in ongoing training 

  • Sound interpersonal skills, reliability and honesty 

  • Ability to identify issues, assist in solving them and adapt to changing circumstances with a solution focused attitude 

  • Willingness to work in a busy and challenging environment 

  • Ability to work independently, as well as part of a team
